Can Foreigners and PRs Buy Property in Singapore? A Straight Answer
This comes up constantly, from foreigners relocating for work, from PRs who have just qualified, and from Singaporeans asking on behalf of a partner. Eligibility in Singapore depends heavily on your residency status and the type of property, so here is a straight breakdown.
Foreigners buying private condominiums
Foreigners (non-PR, non-Citizen) can buy private condominium apartments in Singapore without needing government approval. This is the most accessible route into the market for a foreign buyer, strata-titled condo units are exempted from the Residential Property Act's restrictions that apply to landed housing.
Foreigners generally cannot buy landed property (terrace houses, bungalows, semi-detached homes) without approval from the Singapore Land Authority, which is granted only in limited circumstances. Sentosa Cove landed homes are a specific exception where foreign ownership has historically been allowed under separate conditions.
Foreigners cannot buy HDB flats at all, resale or otherwise.

Permanent Residents (PRs) buying HDB resale flats
PRs can buy an HDB resale flat, but generally only as part of a couple (either both spouses being PRs, or one PR and one Singapore Citizen), not as a single PR buying alone, and typically only after holding PR status for a minimum period. There are also conditions around not owning other property, locally or overseas, at the time of purchase.
PRs cannot buy a new Executive Condominium (EC) directly from a developer, that is reserved for Singapore Citizens at launch. PRs can buy a resale EC once it has passed its Minimum Occupation Period, and once the EC is fully privatised (typically ten years from TOP), it becomes open to any buyer including foreigners.
PRs buying private property
PRs can buy private condominiums the same way Singapore Citizens can, with no special approval needed. Landed property follows the same restrictions as for foreigners, approval is required except in specific circumstances.
The ABSD angle for PRs
Even where a PR is eligible to buy, ABSD still applies and at a meaningfully higher rate than for Citizens. This is often the deciding factor in whether a PR buys an HDB resale flat (with lower ABSD exposure on the first purchase) versus jumping straight into private property.
My honest take
The eligibility rules are stable but they interact with your personal situation, marital status, how long you have held PR status, whether you or your spouse own property elsewhere, in ways that are easy to get wrong from general reading. Before you start viewing, it is worth a short conversation to confirm exactly what you are eligible to buy and what the tax exposure will look like.
