HDB Minimum Occupation Period (MOP): What Every Owner Needs to Know

The HDB Minimum Occupation Period, or MOP, is one of the most important rules for HDB flat owners in Singapore. It determines when you can sell your flat on the open market, rent it out in its entirety, or buy a private residential property. Getting this wrong has real financial consequences.

What is the MOP?

The MOP is the minimum period you must physically occupy your HDB flat before you are allowed to sell it on the resale market or rent out the entire flat. You must also be living in the flat during this period, not renting it out.

For most HDB flats bought directly from HDB (BTO or SBF flats), the standard MOP is 5 years from the date of key collection. For resale flats, the MOP runs from the date of resale completion.

What the extended MOP means for newer flats

From August 2024, HDB introduced a 10-year MOP for a category of flats called Prime flats and, in some cases, Plus flats. These are flats in more central or better-connected locations sold under the new classification system. If your flat falls under this category, the MOP is 10 years, not 5.

If you bought a flat in a Plus or Prime location under the new framework, check your flat's specific classification. The longer MOP has meaningful implications for your exit flexibility.

What you can and cannot do during the MOP

During the MOP, you cannot sell the flat on the resale market. You also cannot rent out the entire flat, though you can rent out individual rooms subject to HDB's rules on occupancy and tenant eligibility.

You also cannot own any private residential property during the MOP. If you purchase a private property during this period, you are in breach of HDB's conditions, and HDB can compulsorily acquire your flat.

What happens after the MOP

Once the MOP is satisfied, you can sell the flat on the open resale market, rent out the entire flat (with HDB approval), and own a private residential property simultaneously.

Many HDB owners time their upgrade to coincide with MOP completion, either selling to fund a private purchase or renting out the HDB while buying a private property. Understanding your MOP date is the starting point for planning any of these moves.

How to check your MOP date

Log into your HDB MyHDBPage and check under your flat details. The MOP start date is based on the date of key collection for new flats, or the resale completion date for resale purchases.
